Whistling noise under my 300m chrysler 2002 only when i start it or sometimes when im driving it change already the serpertine belt sometime it does the noise sometimes it doesn't also does not overheat...

Noises are very hard to diagnose without hearing them. Typically, if it was a belt, the pitch would change with RPM of the engine. Whining noises can sometimes be attributed to an idler pulley, alternator, power steering or waterpump bearing going south.
