There is a actuator motor,when this fails you get this ticking noise and yes it does get worse, these are very comon failure,you can fix it if you can reach it.It looks similar to this
at times the water in the headlight may not be related to it not working. Check the socket for the light. Check the wiring and the relay for loose connections or exposed wiring. Water may enter exposed wires causing it to fail. Check also the rubber seals. It may have corroded due to heat. See if you can have silicon seal any opening on the glass part of the headlamp.
