My 1998 Saturn SL2's speedometer and odometer do not work. I replaced the instrument cluster, they still do not work. I replaced the vehicle speed sensor, they still do not work. What is my next step to solving this problem?

I remove two panel underneath the steering column. The first panel is removed using a 10 mm socket. The second panel is removed using a torx socket (can't remember the size). Removing these two panels gives you room to get to the clip on speedomter. Looking at the speedometer, you should see two rectangular holes on each side of the speedometer cover. I use a awl to push in the clip (you could use a screwdriver). Looking underneath the dash, you should be able to see the clip you are pushing on with the awl. I take my 2nd awl and put it behind the clip. I get the left side to release. One the speedometer cover releases, you can see the speedometer. You will see the 4 torx screws (t20) and two smaller clips holding the speedometer. All that is left is the wiring. (I take a sharpie pen and mark one of my wire locations on the speedometer. I am not sure what it does. It is a single wire.)

have you got a dimmer switch on your model to dim the dash lights. if you have it may be faulty. link the cables together if the lights work the switch is faulty. if you have not got a dimmer switch
your printed circuit on the back of the dash may be faulty or the plug in the back of the dash is not pushed all the way in. hope this helps

SOURCE: instrument panel cluster gauges and odometer has stopped working

I had all my analog instrument panel gauges stop working after they did the state emissions test. I found the proper fuse in the fuse block located under the hood. Simply unplugged the fuse, noticed it was still good, and plugged the same fuse (10A) back in and all the gauges started working again. Guess it needed a reset atfer they plugged in for the emissions.

It may not be a bulb, as the instrument cluster usually has a number of bulbs and they probably didn't all blow at once. Pulling instrument clusters can be touchy and may not be for the average "shadetree mechanic" however, typically there are a few screws above the cluster going into the dash pad and a few hidden behind the trim panels below the cluster.

Speedometer
The instrument panel cluster (IPC) displays the vehicle speed based on the information from the body control module (BCM). The engine control module (ECM) calculates the vehicle speed based on the controller area network (CAN) serial data message indicating the wheel reference speed from the electronic brake control module (EBCM). The ECM sends a CAN serial data message to the BCM indicating the vehicle speed. The BCM sends a class 2 message to the IPC indicating the vehicle speed.
The speedometer defaults to 0 km/h (0 mph) when any of the following occur:
• The EBCM detects a malfunction in the vehicle speed sensor circuit.
• The ECM detects a loss of CAN communications with the EBCM.
• The BCM detects a loss of CAN communications with the ECM.
• The IPC detects a loss of class 2 communications with the BCM.

Having the vehicle scanned for codes would probably point you in a correct diagnostic direction .

2000 chevy silverado 1500 Cluster issues - speedometer and odometer don't work. Had cluster repaired and the gauges still don't work. Looking for advice on what to try next. Many thanks!

Take it to a qualified repair shop that knows how to diagnose these problems . Replacing parts is not the way to do it . Not knowing how this works an having a factory scan tool to view VSS - vehicle speed sensor input to the PCM / ECM - engine computer an data to the instrument cluster microprocessor over the class 2 serial data bus ( network ) You may never fix it . You have the cluster fixed ???? It's not the cluster , checking data with a professional scan tool an checking for codes in the instrument cluster . Not the engine OBD 2 code's .
Speedometer
The speedometer is an analog gauge that is located in the instrument cluster. The VCM/PCM sends vehicle speed pulses to the instrument cluster on a designated circuit.
The speedometer system consists of the instrument cluster, vehicle speed sensor (VSS), PCM/VCM and related wiring. Repairs to the instrument cluster can only be performed by an authorized instrument cluster service center.
The PCM/VCM converts the analog output from the vehicle speed sensor to a digital signal containing 4,000 pulses per mile (PPM) for the instrument cluster. The PCM/VCM is matched to the final drive and tire size of each vehicle. If the final drive or tire size is changed for any reason, the PCM/VCM must be updated in order to match the new final drive or tire size. If not, the signal will not be accurate for proper speedometer/odometer operation. An incorrect signal can affect the antilock brakes and the cruise control systems.
The VSS is a permanent magnet signal generator that sends an analog signal proportional to the propeller shaft speed to the PCM/VCM. The VSS mounts to the transmission tailshaft extension housing on 2-wheel drive models and the transfer case output shaft housing on 4-wheel drive models.

Properly support the vehicle so that the wheels are off the ground. Refer to Lifting and Jacking the Vehicle in General Information.
With the scan tool select Powertrain, Engine Data, and Data in order to monitor the vehicle speed.
Start the engine. Place the transmission in gear and the wheels spinning.
Compare the vehicle speed on the scan tool to the speed displayed on the speedometer.
Does the scan tool agree with the speedometer?

Inspect for a speed input signal to the cluster by backprobing with a J 39200 digital multimeter (DMM).
Select the AC Voltage scale then select frequency.
Measure between the vehicle speed signal and ground.
Does the frequency measure within the specified range?
18-25 HZ (at 20 MPH)

Your first step should be to have the vehicle hooked up to a factory or professional scan tool .
Diagnostic Trouble Codes (DTCs)
The DTCs when set, indicate that the instrument cluster has detected a malfunction in a particular circuit or other system. The instrument cluster is programmed with routines for internal tests that the instrument cluster follows only under prescribed conditions (test conditions). When these conditions exist, the instrument cluster tests certain circuits or systems for a malfunction (failure conditions). When the failure conditions are true, a DTC is set current. Some DTCs command the instrument cluster to illuminate the SERVICE VEHICLE SOON indicator.
The DTCs are not stored in the instrument cluster's electrically erasable programmable read only memory (EEPROM). The DTCs are not retained after a battery disconnect.
Instrument Cluster EEPROM
Important: The EEPROM is soldered into the instrument cluster. You can not service the EEPROM separately.
The instrument cluster contains a data storage device that can save critical data even when battery power is removed. This device is called the electrically erasable programmable read only memory (EEPROM). The EEPROM is used by the instrument cluster in order to store the following information:
• The odometer readings
• The options settings
• The manufacturing information
Speedometer and Odometer
An electronic circuit operates the speedometer. The vehicle speed sensor (VSS), located in the transaxle, generates an ac voltage with a frequency proportional to the speed of the vehicle. The voltage goes to the powertrain control module (PCM) and then to the speedometer circuit board in the instrument cluster. The solid state unit drives the pointer of the speedometer.
The same buffered speed signal from the PCM is processed by the speedometer circuit board in order to drive the odometer. The odometers are operated by a stepper motor that responds to pulses from the speedometer circuit.

if the odometer is working then the problem is with the speedometer head unit as the odometer gets its information from the same source as the speedometer. you can have the speedometer head checked and fixed if its fixable.
