Well it would not be a bad idea but not completely necessary unless it is running awkward. If the timing belt wares it can slip out or rip and ruin the engine.100,000 is a fair amount of wear on one belt. The water pump is under the is behind the water pup housing. Due the difficulty, time and money involved with replacing one or the other it is usually best to do both at once as they are both right there. Your technician is telling the truth. Now your Saturn is not going to fall to pieces if you don't do this tomorrow but at 100,000 miles both are recommended. As for the cost, shops differ but it is a bit expensive. Not nearly as expensive as a new engine though. This is just a random guess $400 give or take. Let me know if this helps.

Timing belts, for trained mechanics, are a pretty easy fix.
Myself, I generally wait for a few warning signs that the water pump is going out, because, some may last for 100,000 miles, and some may last for 150,000 miles.

The timing belt should be replaced, the water pump is just to save having to do it at a later date. Both are good ideas at that mileage. Re: cost - you have to shop around, prices vary dramatically between parts & labor from different shops.
