Most likely is a bad govenor pressure sensor and or solenoid.I usually replace them as a set.If you can have the codes pulled and confirm this i will walk you through the process to replace.Could also just be a bad output speed sensor.Either way there should be a code stored and dont think there is not because the check engine light is not on.Let me know if i can help.
