2002 Saturn SL2 was working fine an hour previous to the 'lock out'. I went to run another errand and it wouldn't start. Battery good, all lights, etc coming on. Wouldn't turn over. Anti-theft feature is only suppose to disable the car for 15 minutes. It wouldn't start all day. Next morning I get in the car and try it, it starts right up. Is some component going out - a fuse? Some kind of computer chip? How can I avoid this in the future? Also...remote is brand new and was programmed only 3 months ago.

Your owners manual will tell you that the anti-theft can be turned off, but doesn't tell you how (dealer only?). If it is turning over but wont start, (trying to hit and outside temp is below 32) check the coolant temp sensor. Saturns notorious for cracked sensor sending false info to computer thus flooding engine.

If you are using a self powered test lamp you will get them results but if it ground to power you have a power cable shorted to ground.

Help! I have 98 Saturn SL2 that was live one minute dead the next

Sounds exactly like my 1999 SL2 which had "burning and arching" in the fuse box. Car one day be fine the next I'd take it to the store, come back in 10 minutes and wouldn't start, no radio, no power windows, no keyless entry remote, no rear defrost and even locking doors from inside power buttons it sounded odd. This fixed the problem by replacing the fuse box.

sounds like someone might have "rolled" the mileage back and srewed all that up taking the instrument panel out. Possible seen it before.

1997 saturn sl did some errands, then wouldn't re-start

If it wouldn't start, you have to see if you are missing fuel or fire. Could be a bad sensor, or a bad fuel pump, or if the security light is blinking, a problem with the security system.

Possible bad alternator?

Bad alternators straight out of the box are not uncommon. Replace it again and hope you get a good one. Make them test it on the bench before taking it out of the store.
