I'd check ground circuit for lamps. Ground wire is black. Just to rule it out, you could pull the hazard fuse, then just concentrate on the turn signal.
I've had good luck with redundant grounds. You can use a test light to check ground. One end of test light touches battery voltage, the other end touches ground wire terminal, if the light comes on, at least the ground is good enough to turn on the test light.

The first thing i would check is all 4 abs sensors at the wheels.You can do this with a volt meter set on ac voltage and spin the wheel if it generates voltage at all on the meter its good.

you need to remove both rear tail lights and disconnect the plugs, look in the plugs and you will see 6 contacts look at the middle contact on either the top or bottom, the one the is connect to the black wire will probably be melted, you may be able to go to a junk yard and find one that does not have melted contacts and cut the harness about 4 inches before the plug and use splice connectors by matching the wire colors.
