My hyundai excel starts fine, runs for about 100 yards but then slows to 10 mph even tho i have gas pedal to the floor. I replaced fuel filter. does this mean the fuel pump is bad?

Idles fine, press the gas peddle and engine sputters and almost dies, pump the gas peddle and it will sutter some but then sputter less at higher rpm. There is no fuel bypassing at fuel pressure regulator with vacum applied. When tested with air pressure the pressure regulator bypasses at 48 PSI.
We think maybe the fuel pump pressue is low. Will that cause all these problems?

The car was tuned up. We installed a new fuel pump. Found pump intake partly clogged and lose hose clamp. Put the new pump in anyway car runs fine.
when starting it, have to press gas pedal to keep it running
