My 1999 jeep wrangler will start but shut down in 2 to 3 seconds but will start again for 2 to 3 seconds it will keep doing this.

It's the key thing
Found out the key on my 02 is chipped when I had it copied at home depot.
Is the key light flashing on the dash?
Checking your fuel pressure would be a starting point.
Firing order is 1-5-3-6-2-4 Starting from the terminal that is by the right side hold down screw and going counter clockwise.

Hylander 2003, starts up with no problem then shuts right back down. No sputtering trying to start it no sputtering shutting down , just stops like some one turned key off.
