page 117 covers this topic. in the glove box guide
here it is.
SecuriLock
'the key off flash means it is working
key ON, flashing is bad. When the ignition is turned to ON or START, the theft indicator will
light for three seconds and then go out. If the theft indicator stays on
for an extended period of time or flashes rapidly, have the system
serviced by your dealership or a qualified technician'
THEN I SAY. this same page forgets, (ford is daft) to say
TRY THE SECOND KEY NOW. (DO NOT HAVE 2 KEYS IN THE CAB AT THE SAME TIME,) JUST 1. KEY, AT A TIME.
From my experience...
A non PATS coded key SHOULD not turn the STARTER...!
If ANTI-THEFT were invoked... you can attain a not start condition which the Owners Manual says must be cleared by the dealer.
A working PATS key should disable the anti theft... by turning the ignition on... ELSE try your other key.
The SecuriLock [PATS]
passive anti-theft system is not compatible with
non-Ford aftermarket remote start systems. Use of these systems may
result in vehicle starting problems and a loss of security protection.
try disconnecting the battery negative with the key in the run position..this kills the computer..then shut the key off and reconnect the negative cable, turn the key to run position and listen for the fuel pump to come on 2-3 seconds try to start..repeat this 2-3 times if still an issue.. repost findings
Your vehicle is equipped with a passive theft deterrent system that utilizes a "pill" embedded in your key along with a receiver contained in the steering column. If the system doesn't recognize your key, the vehicle will crank but not start and the theft light will flash rapidly. If you have another key, try it. Otherwise, you're in for a trip to the dealer where they can either reset the system or troubleshoot it further.
ANTI-THEFT SYSTEM Passive anti-theft system Your ignition key has a unique imbedded transponder which engages engine electronics and allows the vehicle to be started.Without the use ofyour specialignition key, the vehicle will notstart.
During each vehicle start, the coded key is read by the anti-theft system. If the key’s ID code matches the code in the anti-theft system, the vehicle is enabled to start.
Anti-theft system Briefly illuminates when the ignition is turned to the ON position to verify that the passive anti-theft system is operating
properly.
Also, its possisble that tou have actovated the fuel pump switch.
