Because of Popping noise I replaced the struts. The popping noise is still there, it appears to be the bar that is attatched to the strut popping on the connection below the strut. What is that bar called?

There are so many possibilities. It's difficult to even attempt a guess.but... Axles, ball joints, brake calipers, rotors, sway bar ends/bushings, rack and pinion,tie rod ends, A-arms, shocks, struts, springs, mounts and even a cracked or broken frame! Hope this was helpful!
IF this noise just started, NO, not sway bar links.
What happens is sometimes you do not rotate the spring and its seat correctly. This puts uneven pressure on parts of the spring, and causes it to snap out of it's normal position. The noise is the spring hitting the shock portion, or something simlar.
Get a good light, and the spring compressor, and inspect the top AND bottom of each strut. Look for where the spring end in intended to nest in it's mating surface.
This sound is most likely strut bumpers and the strut plate bearings are loosening up, they are at the top of the strut towers and bear the load from the strut, these make that popping sound while traveling over bumps.
I had a similar problem with a popping - clanking noise when I was turning the Steering Wheel and going at a slow speed.
See if you can have someone listen outside the car while you drive it to be sure.
I replaced the one drive axle and the problem was solved.
Sounds like you need new front struts since it sounds like it is coming from under your or towards the center of the car it most likely is either the driverside front strut or strut housing. I would take it to a certified safety mechanic asap. It might just be worn struts but it could be alot worse then that. Better safe then sorry.
Sounds like a ball joint or bad strut. Depends on how the noise occurs and from where it comes from. Does it appear to come from one wheel or another? Could also be power steering linkage.
