You have to rule out the security system? When it refuses to start is there a security lamp on the dash that is on or flashing?
With passlock security, the key doesn't have a pellet or transponder, it is the tumblr that communicates with security system. The hall effect sensor surrounds the key cylinder. The most common fault is loose wiring at the sensor.
Passlock is usually only fuel injector disable. Can you check for applicable trouble codes? To check codes, at the least, you need an obd2 code reader that will check manufacturer specific codes as well as p0 codes.
If you can rule out security system we check other possible issues.

My 1997 SC1 would start fully charged after about 5 minutes of cooling off (same as my Busa). If the vehicle draws lots of bettery energy when the ignition switch is turned (the headlights dim as if the battery was week) and all you her is a "tlock" then more than likely the starter solenoid is sticking when the engine gets hot. Age, as well as wear and tear in the vehicle, would cause for the stater, and the starter solenoid, to weaken. When the engine is cool it will start as if the starter was new, but after driving the car for about 10 minutes the problem starts. The engine running hotter than normal (ie.cooling system problems, diferent muffler system, low oil level), no necesary due to overheating, will add to the problem. My solution was a new stater ($115) and a starter heat wrap ($20), and I never had that problem again :-)

make sure to check your fuses and ground wires first. when you are set on which part is bad do a quick check of everything else before you jump into it.

try getting a new fly wheel installed in your car because it soulds like you have a few ground down spots on it. my buddies saturn had this problem with the starter and he had to change the flywheel and it has worked ever since and that was 2 years ago.

Have the alternator and battery checked. The battery may not be holding a charge. The alternator may not be charging the battery,it should put out between 14 and 15 volts,any less the alternator is bad.

More specifically you will have trouble starting the car. When the ECTS is bad the PCM reads it that the engine is at -40F. This means that it will dump tons of fuel into the engine in order to warm it up. You may also experience rough idling due to the rich fuel mixture and black smoke from the exhaust (which is an indication of running rich, burnt fuel).
