Although I have never personally removed the fuel tank from a 1999 Chevy Lumina, on most sedans you must first RELEASE THE FUEL PRESSURE FROM THE FUEL SYSTEM (follow standard safety precautions in doing so)*, hoist the vehicle on a lift, position a support under the tank, then undo the two fuel tank straps to free the tank. Once the tank is free, CAREFULLY maneuver the tank out of place, and disconnect the pressure line, return line, gauge lines, and vapor line from the top of the tank, before lowering the tank fully from the vehicle. It is also recommended that you siphon as much fuel out of the tank before proceeding to reduce the weight of the tank.
*A good way to relieve the fuel pressure in the system is to either remove the fuse for the fuel pump or disconnect the inertial switch in the trunk so that the fuel pump cannot engage. Once you have disabled the fuel pump, start the vehicle. Once it stalls and cannot be restarted, the pressure has been relieved from the fuel system. you'll have to drop your fuel tank most likely. best to buy a chilton or a haynes manual for that unless your pretty mechanically inclined. usually there are fuel lines, at least one wire plug, and at least 2 straps that have to be undone before lowering it completely.
the fuel filter should be on the drivers side under the van in between the fuel tank and the motor. Usually about where the transmission is on a 2000. It is not in the fuel tank.
If you change the filter every 30-36 thousand miles you will get the most life out of you pump. Most of them fail around the 100,000 mile mark when the filters have never been changed. I have seen them go as long as 300,000 miles with regular filter changes.

To replace the filter you will need to remove the fuel pump from the fuel tank.You can remove the pump with out dropping the fuel tank. It is a chore though. (1) You need to disconnect the battery. (2) Remove the front seats.(3) Remove the front scuff plates.(4) Remove the rear scuff plates.(5) Remove the lower console cover.(6) Loosen the park brake lever bolts.(7) Partially peel back the carpeting until the service hole covering appears. (8) Remove the following in this order. (1) Service hole cover (2) Electrical connector (3) Disconnect plastic fuel lines (4) Remove fuel pump bolts. Reverse procedures to reinstall the pump.
I believe that the fuel filter for this model is located under the van on the driver's side, inside of the frame rail, just below the driver's door. The filter is connected to the fuel lines by either threaded in lines or clips. When you go to your parts dealer, get a good look at the filter so that not only will you know what your looking for to replace, but also to know what tools maybe needed to do the job. The parts guy can get you the right tools. Nothing like a good excuse to buy more tools! If this repair doesn't solve your issue, try getting under the van and have someone turn the key to start while you listen for the buzz of the fuel pump from under the fuel tank. If you don't hear it, make sure the van can't move and tap on the center, bottom of the fuel tank with a rubber mallet while they crank the engine over. If it starts, you probably need a fuel pump. A bad fuel filter and/or a bad fuel pump will not turn on your check engine light. Good luck!

the gas neatly. If you have a drain ****, it will be located at the
lowest point on the tank. Loosen the valve and allow the gas to
completely drain.
If your tank has no drain ****, you'll have to drain it by removing one
of the fuel lines. The rubber hose that exits the tank at its lowest
point will drain the tank fully. It will either be connected to an
electric fuel pump, fuel filter,
or to a hard fuel line that goes to the front of the car. Loosen the
clamp on the end of the line that connects to the gas tank. Pull the
hose off and allow the gas to run out of the tank into your container
until it is drained completely.
