Sounds like you have air in the system. With the resevoir full pump the brakes several times and look to see if any brake fluid has leaked out onto the backside of the tire. They can fool you if you have rear drum brakes as the fluid can collect in the drum amd mix with brake dust and not show the leak. Rear wheel cylinders can draw air into the system without your knowledge. You may need to bleed your brake system . Start with the wheel farthest from the master cylinder ( WHERE YOU ADD THE FLUID) by having some one pump the brake pedal and holding it to the floor while you open the bleeder fitting letting the air and some fluid out,if you get a lot of air you will actually hear it woosh out. Be sure to keep the pedal all the way down untill the bleeder is closed or you will just draw more into the system. It may take a couple of tries to get the air out. Be sure to check the fluid level everytime you drain the fluid at the bleeder or you will run out of fluid and draw air into the master cykinder.
You need to bleed the brakes. Starting at the furthest brake from the master cylinder bleed the brakes, ending at the brake closest to the master cylinder.
