Try cleaning the throttle body, if no change it has to be the idle air control motor.

It's my wife vehicle and after posting my question, I went out and looked at it, the engine itself is not revving [RPM's not changing], but there is a sound of it "revving" almost, as if a belt or fan is speeding up and slowing back down, and repeating.
you have to trace the sound but now that you cleared it up some, check the power steering fluid level. these pumps tend to do what you are discribing,.if level is good and sound is from there pump will have to be replace to alimate the sound.
