Do you know how to carefully feel heater hoses to see if coolant getting to heater core is hot enough? Has thermostat been changed lately, and coolant system flushed?
I just fixed this heater not blowing hot problem on 1999 Dakota. My fan clutch was seized, therefore the fan never free-wheeled, always on hard cool, motor never got hot, block coolant never got hot. New fan clutch, problem solved.

check your fluids and bleed the brake system , if that is all the issues your having . if low on fluid and keeps draining out then you have whats known as a caliper seal broken and that means $30-50 bucks for a new one/rebuilt , i know i drove mine like that for a bit and had to replace the driver side.

it could be the heater controls itself i had a 95 ford f150 that did the same thing i replaced everything i could as i live in upstate ny and in the winter it gets pretty cold so replaced all i could ,heater coil,radiator,thermostat,coolant and nothing a local mechanic told me to check the control in the dash to see if it was going all the way to the hot position. i took the dash apart to get to it and checked it and the cable that mmoves the valve on the heater coil was stretched so it wasnt going all the way to hot. not that its the same thing but its a place to start
