The light is a Daytime Running Light indicator light. I comes on whenever the DRL are on. (DRL uses the high beam lamps) The DRL will turn off when the parking brake is set, or when the headlights are turned on. Have someone sit in the car with the engine running and cycle both the parking brake and headlights. You should see the DRL's turn on and off as the others are cycled. The indicator lets you know the system working, if it goes out, you probably have a burned out headlamp.
I have a 2000 saturn sl2 & noticed what i think you mean when i bot my saturn. since parking lights always come on, it's connected to them. my 'jellyfish' light goes off when i turn on regular headlights
