There are two relay's located in the under hood fuse / relay box . Windshield wiper on / off relay an windshield wiper speed relay .Both relay's are controlled by the FEM - front electronic module . The prudent thing to do would be to take to a qualified repair shop that has a professional type scan tool to check for DTC'S - diagnostic trouble codes rather then play a guessing game . Changing parts that don't fix the problem . The wiper switch is a input to the ( FEM ) when an input is seen the (FEM) then energizes the relay's .
The sensor codes have to be read off a computer to see the problem, either speed sensor, sounds more like ABS module. Locate the main fuse/control box under hood. There should be either a

could be a fuse or a relay under the hood. It also can be the radio is shot and the master(drivers door) switch is no good. Start cheap at the fuses. If u dont have a diagram, pull them one by one. Pull and replace so u dont mess up location. Then check the relays under the hood. they should be marked. good luck
Recheck fuse 18 (15amp) in the central under dash fuse panel.This is the fuse that feeds all of the items you listed.Make sure it has power to it. If it does not have power to it then it maybe the accesory delay relay which it is the center top relay in that fuse box,this relay is fed by fuse 6 (30amp) in the battery junction box under the hood.
