it will say in your owners manual but i believe you turn your ignition key to the run position not the start. and pump the gas pedal 3 times with in 5 seconds

the sensor is located at the back of the top of the engine, behind the distributor. Could be the sensor or the gauge itself. Probably the sensor stuck.

Not too bad,you have to remove fan,to get the water pump mounting bolts.take off the belt,remove the pump.Some people remove the radiator for more room ,this no big deal,just remove the top 2 bolts,remove upper,lower hoses,pull the fan cover off.You don't put RTV on gasket,also there's an small o ring that has to be replace,behind the pump.

No, but you are half way or more, so why not?. Why not, It wold be a shame to have to tear into it again in a few thousand miles. They should be changed at 60,000 miles. A couple of hours. But really you are alresdy paying for the water pump labor sop another hour on the belt maybe.

I have a 99 blazer and ever since I have owned it, it reads lower in pressure when idling, but will go up too 40 while driving. This is normal for the vehicle. If the pressure gets real low, and stays low, it means its time for an oil change.
As long as the pressure goes up when you give it gas, it is fine.
