The flasher flashes fast when there is NO resistance on the line to the bulb. Could be a bad bulb, bad ground, bad connection, or broken wire. After a crazy day of spark-chasin', I found the wire that runs from the flasher (under the dash) all the way to the back left bulb was broken under the driver's seat. It was one, long whitish-yellow wire. I used an extension wire and did ohm checks along the whole thing until I found a spot by the driver's side where I got conductivity to the flasher. The I narrowed it down to the spot under the seat. I bypassed it with a new wire and then EVERYTHING worked: Signal, Brake lights, Emergency flashers.
That's a good place to start. It's not a fuse or not likely the flasher unit ($60) probably just a bad connection. Good luck!!
I think the socket for the light that is not flashing is slightly melted. the contacts are probably not touching the light bulb properly. you might be able to tug on the contacts to make better connect with the bulb
