The horn relay was shorting out but not activating the horn. When you swapped it out it sounds like the fuel pump was running all night killing the battery. It sounds like the relay had a dead short inside and melted itself to the fuse box. Depending on the extent of the damage you might have to replace the fuse box as well as the relays.

the easiest way i know is to go and purchase around 7.00 dollars a hand pump like for boats take a sscrew driver and open the tank valve on the tank for puting nozzle in. put the long end of hose into tank and start pumping. the other way i have had to do is use a jack and lower the tank a little and take off the fuel pump and put a hose into the tank and syphon it out that way then finish lowering tank

Fuse block under the hood. Driver's side, under the brake master cylinder. Number 18. TCB#2. Replace the fuse.
There is an under-engineered ground in the reverse circuit. If you back up with the dome lights on, it could blow that fuse. There should be some extra fuses under the cover of the fuse block.
