There should be 2 straps that hang down in the trunk. Pull the straps and push the seats.

Check for latches on the top or the seats both sides and check for a lock below the window not sure but ????

How does the back seats fold down in a 2004 Chevy Cavalier?
In the trunk on the top there are two straps that look like they go on a back pack, just behind the split in the seat. You need to pull those down and it undoes a latch on the back of the seats, which then you can fold them down. Good luck and enjoy your Cavalier.

If they are flashing on and off there is probably a bad ground to the lights. If it were a fuse it would have blown and you would not have lights at all.

Try gaining access by removing rear seat. You can then unbolt lock mechanism, using a couple of long extensions. Once you get in there it should be easy to figure out whats what!
