1992 cadillac deville, driver's side seat belt

The attached chart suggests to me that the 88 DeVille came with back seat lap belts as it is a conversion chart for the installation of backseat shoulder belts.

Check that the seat belt mount (often solid plastic or metal that holds the button side of the belt in place next to the center console) is not pinching and preventing the seat from moving forward and back. This happens on many Fords, so it might happen on some GM's too.
If you can hold the buckle mount out of the way while someone else moves the seat backward (or forward), it usually starts working OK again until someone moves the seat to the max forward or max backward position and it gets stuck again

could be under the hood drivers side or in glove box or under the dash on either side..

On the passenger side, below rear seating area, mounted on frame rail in fuel line.

Check for something that may have fell inside of it. If its broke , get one from a salvage yard.
