It could be the fuse, the temp sensor in the radiator, the relay, or the fan motor.
The only way to tell is to bypass items like the fuse, sensor and relay, one at a time. If you then get power at the fan motor, and it still does not work, then it is the fan motor by default.

Sounds like your cooling fan relay is bad the jeep grand cherokees are known for this, first thing i would do is unplug the radiator cooling fan and run 2 jumper wires direct from the battery to the fan connector if the fan kicks on your fan motor is good and the relay is bad, if the fan doesnt kick on replace the fan motor with a new unit, the cooling fan relay on your particular model jeep is located under the passenger headlight and requires you remove the front bumper to replace it, however some people cut a small hole under the headlight to access the relay the faster way but if your not to keen on cutting holes in your car remove the bumper and replace the relay if the fan checks out and you wont be overheating anymore...

I changed the air compressor and the dashboard control panel last year and it has done ok. Now the temp. fan and the compressor fan won't kick in and the air compressor won't kick in also. Checked all...

You say temp fan?If you mean the cooling fans,then the ac is out of freon most likely,the freon has to be in the system,and enough to kick the compressor on,therefore turning the cooling fan on.

Radiator cooling fan will not kick on. Getting 14 volts to the fan it's self.

You should only have voltage at fan plug when temp sensor tells the computer to kick fan on.That would make the engine temp around 212 degrees,If you have voltage at fan plug when these things have happen then your problem would be the fan motor

probably not a relay,check the coolant temp sensor to make sue its reading ok,if its misreading it will not tell the computer to turn the fan on

Cooling fan wont kick in

Could be the FAN MOTOR, COOLING FAN TURN ON SENSOR, even the PCM. There are 2 fuses . Also check fuse panel under hood in engine compartment
