Behind driver side fender u have to take out the bumper . It's under the fuse box closer towards radiator. I'm having same issues overheating I drained radiator and coolant . New thermostat still over heating... Gaurantee it's the relay or bad fan

For the fan you pull the fuse for the fan relay. It will be in the under hood fuse box. Check fuse 21.

I have a 2007 Dodge Caliber radiator fans are not turning on and the fuse is okay what would be my next step

Check the relays under the hood. Either in fuse panel under hood or follow fan wires from fan and look for a relay on fenderwell or radiator support. If all is good try a jumper wire to fan motor and see if it comes on. If not fan motor may be bad. Most are replacable.

Well, you have special model then as this feature wasn't on any cars since the 1984 Ford Escort. Sounds like the relay for the fan is seized-up, so try swapping-out the relays in the electric box in the engine compartment and see if it goes away - AND don't forget which was the BAD relay.

Radiator fan keeps running possible relay fault

Unless the engine is running hot, the fan relay would be suspect based on the info you have provided.
