You could try turning the key on an off a few times (without trying to start it ) to pressure up the fuel lines. There is a check valve in fuel pump module inside the fuel tank that is suppose to keep fuel in the lines an fuel injector rail. It's probably bad.
hook up fuel pressure gauge see what it reads, could be low,or u can try spraying starting fluid in it take off air cleaner make sure starting fluid is getting in intake,if it starts quicker id say low fuel pressure is problem
How do you know the fuel pump is good? And I would not keep using starting fluid to try and start the vehicle. Did you check fuel pressure? Did you try to dump a little fuel down the carb then try starting?
