This problem is caused by only one thing, that is a leaking ABS hydraulic control unit pop-it valve, this high pressure valve supplies pressure to the brake caliper and is leaking, not a common problem but have seen it maybe a dozen times, this applies to what is called "Active" ABS, this means the ABS has a high pressure hydraulic pump and can apply pressure independent of driver brake pedal input.
