Check your rear drum brakes a.s.a.p as they might have wheel cylinder leaks and your master brake cylinder will be low on brake fluid as the sensor for low level will leave the light on permenently. The rear wheel cylinders might not be visible but the leaking brake fluid usaully is but if not start at the master cylinder. Is the fluid level correct, does the brake pedal feel soft or spongy, is there fluid on the inside of the wheel/tyre.Rare for the handbrake switch to be faulty but may need lube but likely a brake leak.If unsure remove the rear wheels to be on the safe side of things. If all is okay the it will be a sensor on the master cylinder or the handbrake switch(but i doubt it).

Our Breaks are working on our 2001 volkswagon beetle but the break light stays on plus all the other lights on the dash stays on

ALL the other lights? Like, just all the brake related lights or everything? Brake lights will come on for multiple reasons, particular on VWs... they actually have pad wear sensors in them unlike other cars.

Break failiure

Well sounds to me like you might have some moisture in the fluid which can cause the breaks to fail. Have your break system flushed totally out and refilled. Brake fluid is very touchy. If you leave brand new brake fluid bottle open for a few days it will draw moisture from the air and ruin the fluid.
