First place you need to look for a problem is your thermostat. Though you can test them, they are inexpensive and usually it's just as easy to just replace it. (use a 195 degree (f) unit or the fuel management system may not work properly)
Next place to check is the radiator itself. The engine blocks tend to rust on the inside and can cause major obstructions to form inside the radiator.
It's best to flush the radiator and block separately to avoid having rust from the engine further block up the radiator, making the condition worse instead of better..

If the drive belt is turning the water-pump then there are two main causes for no flow through the cooling system, and the thermostat or the water-pump are the most likely suspects.
You can remove the thermostat and drop it into a pot of boiling water and watch it to see how it reacts, and if it is slow to open, or it does not open all the way up, or it does not open at all, then the thermostat performance would be in question, and you could replace the thermostat housing and upper radiator hose just to check the flow of coolant through the system, and with the thermostat removed the coolant should be moving fast through the radiator, and if it is not then the water-pump performance would be in question.
