When turning right, the steering wheel does not return to center when the turn is completed. ( you have to steer back to center )There is also a whinning noise whenever the steering wheel is turned either way. ( no whinning normally ). It is also at least twice as hard to turn the wheel as normal .Power steering pump? Rack?

Scott is correct I would start with fluid level but also check condition. Smell fluid for a burnt smell this would indicate a burnt out pump. Look for a grayish tint in the fluid which would indicate metal fragments in fluid. Two ways for this dip a white tissue or cloth in the Reservoir or look in reservoir.

SOURCE: steering problem

check your power steering belt. it may have broke or slipped off the pulley. if it seems ok check your fluid level. if it is still at normal operating level for hot or cold then your power steering pump may have just seized up and you may have to replace it.

SOURCE: moms nissan quest is hard to turn it has power

The pump has an inlet hose and return hose. Do you know where the return hose is on the pump. Disconnect this hose and stick it in a clear container. have someone start the engine and see if fluid runs into the container. Let me know the results.

Turn signal stays on

On a steering wheel are 2 pins. These pins turn the signals off as the wheel returns from making a left or right hand turn. They reset the blinker mechanism by bumping the blinker arm and pushing the arm back to the center position. You can sometimes see these little pins that reset the blinker if you look between the steering wheel and the steering wheel column. There is a little gap where the steering wheel is enabled to turn with out rubbing the column. You will also see a circular copper plate in there where the horn makes electrical contact by a little flat tension arm and rubs the copper surface as the wheel spins in either direction.
To repair a damage blinker pin, the steering wheel most likely has to be pulled off and the pin repaired and steering wheel returned back onto the column. Not a big job at all, just more of a pain then anything. Some steering wheels are on pretty tight on their splines and a puller may be needed. If the pins are still intact in the back of the steering wheel, then the blinker mechanism has a problem and is not be triggered to return to center by the pins.
