I own a 2003 Chevy Venture van whose windshield wipers won't park. That is they don't park where they are supposed to......they go through their standard cycle of three to four passes on the windshield before stopping at the fully up position instead the normal off position down next to the chassis.
It's a simple easy fix.Take the plastic cap off the wiper arm plates (on the top of the wiper motor) which is under a cover if you look left rear as you open the hood.Spray the plates with a light oil (wd40 etc) and tap them lightly as you cycle the wipers on and off. They should park now.Lube this area once in a while to keep those plates happy!
Your windshield arm is in need of repositioning. Take off the cap on the windshield arm and loosen the nut under the cap. Reposition the arm so that it faces 180 degrees flat to the passenger side of the car. Tighten the nut. This should solve the problem you've described.
