Fuse 25 and fuse 27 in the fuse box, under the dash on the driver side, powers the electronic flasher relay that powers the turn sinal switch and turns on the turn signals

Fuse panel is located behind the instrument panel to the left of the steering column. There is also a fuse panel located on the left side of the engine compartment. Fuses #25 and #27 on the interior fuse panel are both associated with the turn signals.

Where is the turn signal fuse flasher in a 1998 Ford Windstar?
According with your owners manual, the flashers are located in the passenger compartment fuse and relay box. If the turn signals operate in only one direction, a bulb is probably burned out. If they do not operate in either direction, a bulb on each side may be burned out, or the flasher may be defective. Also the hazzards use the same flasher as the signals.

Mirrors do not work on my 1998 ford windstar. Is there a fuse involved? What could it be?
just look in one of your fuse boxes for the mirror fuse. there should be a box underhood, and one under dash on drivers side. the cover will show the fuse locations.
