Under the driver's side cabin door. Spray both ends of the filter with BREAK FREE, or similar product. Let the stuff soak in and work. That location of the filter is prone to catch road mud/etc and the bolts may be frozen.

it can be in one of 3 places on the pump in the filter or on the fuel injector rail if the filter has 3 lines on it then it is in the filter if it is on the fuel injector rail it is inside the intake but it is more than likely on the pump
look under it on the frame rails, the filter it held to the frame about middle of van ,just follow the fuel lines from tank ,easy to change , ,hope this helps you, thanks robert b.
