1. The Window regulator, cable track mechanism has failed, this usually results in a window that either falls down and can be pulled somewhat freely up and down in the track if glass can be grasped easily. if so, you'll need a regulator and to have door taken apart
2. Electrical issue, faulty switch contacts, faulty switch relay, or faulty regulator motor.
First determine if the window motor will not move from either the master switch or the actual door switch, if the switches and relay are making up you may hear the motor react and your interior lights may dim a little if engine isn't running, indicating motor receiving energy from switches. If motor seems to be powering up and not able to move window then you're looking at a regulator again, The rear door window switches could be exchanged one side to other if the switch is suspect but that may also require door panel removal. The most common reason to suspect a switch is if the rear switch is inoperative but the master switch can operate the window, or if only one direction on the window switch works but other doesn't at all.
Some cars are designed this way. Either the doors are not wide enough at the bottom to accommodate the size if the window, or they made the opening smaller to make it so a small child could not fall out of the window. Many vehicles have rear windows that only lower half way.

either the cable is worn or broken, or the window has come off the old down bracket that holds the glass in place,, remove the inner panel of the door and look to see that the window is attached to the mechanism and that the window glides in the door haven't come loose
If you can hear the motor running while pressing the window switch you may have a broken clip or something in the way causing the window to slip off track. If no sound comes while pressing the window button you may need a power window regulator motor "OR" the window button itself may need replacing. If the window was down when it stopped working and had to be manually rolled back up, this can cause the glass to randomly fall back inside the door. This is because the car thinks that the window is still down and will continue to fall until it tells the computer that the window was closed using the power window button. If the window falls at just the wrong angle you could end up having to replace the glass as well.
The window regulator that holds the glass that the motor moves up and down is probably broke. There are some plastic parts that get brittle and break. I'd say you need a regulator especially if you can hear the motor operating.
Take the door panel off of the rear and you will have to push the window back up and for now put a pair of vice grips on the window chanel to hold window up till you buy a window regulator motor .. that is what it is going to take... thanks jerry and holler if you need more...
