Saturn Vue hood release can be opened (if the cable is not broken) by disconnecting the cable from the back of the release lever, grabbing the ball on the end of the cable with some large pliers ("channel locks") and pulling hard. A metal "wire keeper" bracket clamped to the cable end under the hood to serve as a spacer and the release lever works.
The purpose of this bulletin is to provide a procedure for opening the hood on the Saturn VUE and ION vehicles should the hood latch release cable mechanism become inoperative.
VUE Hood Opening Procedure
Modify the Saturn radio antenna by bending the antenna mast 1 in. (2.54 cm) above the antenna base to a 25 degree angle
Open hood of similar vehicle to locate hood latch release cable to hood latch attachment point.
Using modified antenna, note approximate location that antenna will have to enter in between fascia and hood to access the hood latch cable attachment point. This should be toward the left edge of the Saturn emblem. Also note position of the modified antenna base. It should be angled downward.
Note: Use protective tape on the hood and fascia where the antenna will be inserted to protect the surfaces from scratches
On vehicle with inoperative latch, insert antenna between hood and fascia and depress the hood latch cable until the hood is opened.
Good luck and thank you for using fixya
Pull the hood latch and behind the handle you will see the cable... just push your finger on it and the hood will pop open.
SOURCE: my hood latch will not
Hello: Try lubricating the latch assembly under the hood when you have the hood open. WD-40 works good or any type light oil.

SOURCE: 2000 Mitsubishi Eclipse hood latch cable is broken
one way would be to take off the bumber and pry it open. these cars should have back up plans but they dont. lol once you get it open try going to a junk yard and taking one out of another car. if not then buy one and get it put in professionally because its very difficult to do.
SOURCE: Hood Won't Open, and Lever Broke
Hi viper852004 , the only way you can do this is to remove the front grills and then you will be able to see the 2 sprung bonnet pegs, you will need to loosen the adjusting nut where it screws into the hood and unscrew it until it becomes unattatched from the hood, do this for both pegs and then you should be able to release the hood to fix the problem. the pegs will need to be reinstalled before driving the car as the hood will not close, hope this is of some help, regards mark.
SOURCE: broke hood latch cable pulling it
You may be able to disconnect the cable behind the broken pull, then use a set of pliers to activate (pull) the cable within the sleeve - Otherwise you'll probably have to see a mechanic or body shop, as they are difficult to access when the hood lock is engaged...
