Something down the steering column from Your dimmer switch harness is interfering with the harness....Follow the steering shaft from the floor board up the column while turning the steering wheel back and forth.....A fire hazard exist if not corrected

This problem is related to the Electro mechanical power Steering Assistent. They have no steering fluid pump, instead, they have electric motors to assist. You need to bring it to the dear so they can scan the problem. I own a 07 jetta, and same thing happen till the dealer fund a bad angle sensor. good luck
It sounds like the power steering motor is overheating pre maturely. Changing the motor should take care of the problem. What really happens is the motor reports to the power steering module that it is over heating and the module is shutting power to the motor down, the motor is actually no overheating.
While driving my 2006 pt c. All the warning lights come on, the dashboard needle gauges go down, and the car looses power. I pump the gas peddle and it goes back to normal.
If the vehicle is FWD then you may have a CV outter joint going out and/or possibly a wheel bearing failure. I would have this checked out by a professional shop AS SOON AS POSSIBLE. your chevy cobalt has a eletrionic power steering steer gear there is no power steering pump. there is a relay switch that if wet will short out. try to disconnect your battery for 10 min to reset to factory specs
