The problem you are discribing would lead me to belive your fuel filter is clogged which is a simple fix 3 dollar part at any part store or on the worse hand your fuel pump itself could be weak you can open the gas tank cover and have another person turn the truck key to the on position without going far enough to start you will hear a faint whining noise if it is going bad or a louder noise if it is fine Good Luck

On the 99 the coil wire were it comes out of the wire loom could be broken at the bend were it comes out and making contact intermittently

when you cut the key on do you hear pump run for a few seconds? if not then it is probably pump. try beating on tank with your hand while someone spins over. sometimes this will shake the pump and it will kick in. if this is case then you will still need pump because it WILL happen again. let me know
