Where would the fuse for the powerlocks in a 94 jeep grand cherokee? i lost the owners manual and i dont wanna spend no money trying to fix something so dumb and i dont wanna end up pulling the wrong fuse

With the Jeep in park, move the left shifter to 4 wheel drive. Proceed to put right shifter into drive, proceed to drive. Only use 4wheel drive when neccessary...ie...snow, mud, use 4 wheel lo in steep incline or when really bogged down.
Check fuse panel, under dash, as well as under hood. Owners manual should also give you map of fuses. May say"park" lights, "running lights", or something similar.
go to the horn under your hood, check it for any thing wrong, then follow the power wire and follow it back to your steering wheal. this is where your problem is you just have to find out where the short is. and fix it.
