My 2002 Rav4 D4D seems to intermittently struggle to pick up speed on slight uphill gradients on motorways. Even if I have my foot bedded down it does not pick up and loses speed. Sometimes whilst driving at between 60 to 70 MPH on motorway, it does not respond to the throttle and loses speed slowing down but then recovers after say about a minute. Its due for a service. Could this have anything to do with the fuel filter or could there be junk in the injectors. Please explain in laymans terms.

It could be many things, fuel filter may be clogged or fuel pump is weak and not pumping enough fuel preasure or may need a tune-up. may have arching coils or plugs,

2004 rav 4 will not rev out while in park has no power . when in drive you will have feather the gas pedal to get 5 miles per hr out of it . what do you think

When a problem like this arises the very 1st thing that must be done is to have the electronics scanned for fault codes, this is the how the diagnosis of the problem is started, otherwise you are just guessing.
First I'll assume you haven't read the owners Manuel, Cruise control is not perfect on any vehicle. if coming to a hill put foot on gas to help rpm, going down hill put foot on brake to keep same speed, cruise control operates off of engine vacuum. Speed sensors can be affected by putting on smaller or bigger tires than what is on drivers door.
Fuel filter is probably clogging up (it's common), which restricts fuel flow and makes it hard to make the needed power for acceleration or other high-load situations like climbing hills. Change it and you'll probably be fine.
Yes, they need to breath or they try to turn the tank inside out.
There should be a small tube on the topside of the filler tube.
My bet is it's blocked.

What light comes on?
Either way a clutch is due for replacement.
Or I'm thinking maybe that light is for low hydraulic pressure in the auto gearbox.
