You probably have a bad flasher. This vehicle has what is known as a combination flasher, it controls the turn signal system and the hazard warning system. It is basically a smart relay, with an integrated circuit (IC), that controls the flash rate and the flash control logic, it will also warn you if a bulb in the system is out by flashing at a faster rate than normal. From what you describe, you should try to turn on the hazard lights and see if they flash, this should work with the key on or off. Replace the flasher with a known good unit. That should solve your problem. Unfortunately it is a dealer only part, i found it online for $28.80 at this site:

It sounds like you may need a new circuit board where the bulb plugs into the socket
