Jerry, Drive to a good shop. So many things can cause reduced power light unfortunately. The first step would be to get the truck hooked up to a scanner/computer and have the computer scanned for trouble codes. One thing that you could try is to drain the water from the water separator that is mounted on the frame under drivers front door. If the PCM picks up on water, power is reduced until water is removed/drained. It could be an exhaust sensor that is reading faulty. Unfortunately from here its impossible to tell you exactly what the fault is because there are just so many engine sensor inputs that could cause your problem. Check the attached links, forums, instruction and guides, Good luck

There is a GM service bulletin on this particular item. basically covers both codes your getting. #07-06-04-019A: Intermittent MIL/SES, DTC P2138 with Reduced Engine
Power (Repair Instrument Panel (IP) to Body Harness Connector)
It is most likely the Throttle Position Sensor has gone bad. But if the check engine light is on, the only way to tell exact problem, is to have a scanner placed on the vehicle to have the codes read.
You are not the only one. Ive met a good many of Saturn owners (most were 2001 L300 drivers) but they were plagued with the problem you have and practically identical codes. The following remedies have been known to work:
reduced power messge is not caused by oil pressure. i assume this a 3.0L v6. this engine has a electronic throttle body which is a electric motor that operates the throttle plate that takes the place of a throttle cable. in cold weather the pcv (positive crankcase venelation) system accumulates moisture that will form on the throttle plate, in cold weather the water freezes and causes throttle plate to stick. when the ecm detects any malfunction whithin the throttle control circuit it is put in to reduced power mode that limits throttle position. usually resets after ign. is cycled. there is a service bullitin to re-position pcv hose behind throttle plate to reduce moisture bulid-up on throttle plate. your saturn dealer can perform this service.
Yup. The throttle body connectors have a history of failing on these cars. Replace the throttle body and the wire connectors that go to it, and you're back in business. Not terribly difficult and you can get the parts from any dealer. Saturn actually has a bulletin out on this problem but they won't cover it unless you're under warranty - no recall for this.
