I keep getting a reduced power to engine light on my car. i cant go above 20 m/h and my traction control light turns on. its happend 3times and its really frustratingi have a cobalt lt sedan series 2006

What make , model year and engine size ? Reduced engine power usually means thier is a fault with the electronic throttle control an when thier is a problem it will disable traction control . This will turn on warning lights on the instrument cluster .
Could be as simple as a brake sensor ( that is your anti-lock braking system it is tied into the traction control system ) Good luck it is a easy replacement part if that is what it is.
GM's power strategy will reduce power if it doesn't see proper charging. It does this to conserve battery power by shutting off non-essential electrical accessories. It can also mean that the traction control system is reducing engine power to avoid a skid. The traction control system gets input data from the wheel speed sensors to figure out if you're entering a skid or the wheels are locking up. One way to get you out of the skid is to reduce engine power or pump your ABS brakes. In your case you should get the trouble codes read. An ABS or traction code code could be a C, U or B code which can't be seen by a cheap scan tool or the tools they use at auto parts stores. GM had major problems with the ABS wheel speed sensors built into the wheel bearing hubs in these vehicles. The fix involved replacing the hub. So get the codes read by a pro scanner to find out which wheel sensor is setting the code. Then do the fix. Also, the P0128 is usually caused by a bad thermostat. Fix that first, because if the engine doesn't get up to operating temperature, the computer can limit some features.

The traction control light is on to let you know that system is disabled. I would say the actual problem is a performance issue with the engine. You should have someone scan the computer for trouble codes to proceed with testing. A 2010 model may still be under factory warranty.
Reduced power is a problem with electronic throttle contol . drive by wire . Do you know what this is ? Taking the vehicle an having it hooked up to diagnostic tool an checking for DTC'S - diagnostic trouble codes is always a first step when trying to find the root cause of any trouble light ! And not auto zone , pep boys , or advance auto parts . Thier diagnostic tool will not check codes in all system control modules .
the rear brake light probably needs to have a new bulb. The traction control light on means traction system is off. There is a button I think on the dash or cosole that says TCS...try pushing the button and maybe that will turn light off. At hard throttle TSC keeps wheel from spinning
with the help of wheel speed sensors from the anti-lock brake system.when TSC is off car will drive like a hot rod. the TSC takes away power from engine by reducing power.anti -lock system lets the TSC know that one wheel is spinning faster than the rest.If that helps let me know
ETS is Enhanced Traction System is used to stop wheel slip thru reducing engine output. And if the light is on it doesn't mean you will spend x amount of dollars to fix it! It just means that ETS has been disabled because you have a engine problem and the computer cannot reduce power to the wheels because the engine might stall so the computer disables the system! Now some cars come with a switch by the shifter that turns on and off the system because if you get stuck in the snow traction control will keep you from getting stuck
