These cars have a safty measure that if a fuse in the fuse box that gets blown or removed it will lock out the tranny..check the fuse box located on the passenger side of the car next to console
Not an uncommon problem for early saturns. There used to be folks selling little saturn speedometer repair kits on ebay. This is an older car, you may want to take on the task of pulling out the cluster and doing the repair yourself instead of paying a dealer more than the value of the car. On the other hand this is an older car and you may well want to just live with it.
If the odometer is part of the speedo head then the unit will need to be pulled out and sent out to an authorized GM repair station, there are no parts sold for it except the entire speedometer, and that is very expensive.
