'96 and '97 Jeep XJ's are completely different. the fuse box for all interior electronics and accesories is located under the steering wheel. the fuse box for all electronic devices on the exterior such as ABS system, air bags etc, is located under the hood on the left side, right on top.
97 is on the right side passenger kick panel. Look there and also under dash on drivers side. There is a second set of "main" fuses under the hood in the power distribution center near the battery. The fastest and easiest way to check them is to use a test light and probe both end openings of each fuse with the key in the"on"position. All fuses should have power at both ends except for the light fuse which is only hot with the lights on.
