I have looked at the owner's manual and I do not see this warning light. It sounds like a low coolant light. Here is a free downloadable owner's manual for your 1998 Ford Explorer. That is your low tire pressure warning. One of the tires is low, a TPM may have failed, or the system needs to be reset.

Yellow exclamation mark on dash
thats tire pressure its a sensor that reads your pressure and once you get low it light the dash indicator (yellow exclamation point) and if you check the pressure yourself with a tire gauge and it reads fine then you have a bad sensor.

If it looks like a deflating tire with an exclamation mark inside, its the check your tire pressure light.

If its a triangle with exclamation mark inside its the check engine light.

The Yellow Exclamation Point is the indicator of malfunction in the Power Steering system.
1. Check the Tension of the Power steering Belt.
2. Check Oil level of Power steering , this must be below MIN level.
This is in a white bottle next to Break fluid.

that would be the "Speed sensitive power steering" warning light.
need to have your power steering checked. First thing to do before taking your car somewhere is to check your power steering fluid level.
