You are going to need to raise the hatch, remove the liner on the inside, and then access the hardware that is present. The liner removal requires special tools because of the way that it is put in. They are like mini pry bars that grasp the plastic anchors and pull them out. Keep in mind that unless you want to remove the whole hatch and lay it down, you will be performing the repair at an awkward position. If you do remove the hatch get some one to help you because they are not light.
We, meaning my husband and me as helper) rather than breaking the interior panel, which a replacement is difficult to find, removed the broken outside door handle, and maneuvered the rod manually, simulating the movements of the door handle. Go to ebay I bought two new outer handles and two inners for my '97 accent. They are five bucks a piece you can't beat it and free shipping. Take the inner panel apart if you're going to change them yourself. You have the mirror guard that pops right off with a flathead screwdriver, then unscrew every philips-head bolt on the panel there should be roughly four screws. Then once you remove the panel, two 10 mm bolts for the handle which are inside the door are what hold the handle on. No the door handle is easily replaceable. you do have to remove the door panel and roll the window all the way up. 2 10mm nuts inside the door cavity and one bolt on the door jam near the lock mechanism. These handles are made of plastic and degrade and break easily after 3 or 4 years. Every toyota owner has to deal with this at some point. I also recommend buying the new handles on ebay as opposed to the dealer. The aftermarket handles are better quality than the original and MUCH cheaper. They are ALWAYS available on ebay.
Whats the problem with it? does the door open? if its just simply snapped off then you will need to remove the internal door trim, its quite easy once you have that off you can see the back of the handle should have 2 small nuts/bolts on it remove then and unhook it from the connecting rod, then replace in reverse order.

remove door panel which is attached by screws,peel away plastic liner and look inside door at back of door handle..using needle nose pliers pop off the small steel rods that are for inside door mechanism,then remove the one bolt that attaches the handle to the inside of door and from outside of door remove handle.Replace in reverse order!
Take the door panel off the inside of the door. (Should involve screws at the bottom, plus bolts through the interior handle. Then pull out at the bottom, and lift upward Google for expedition door panel removal for more specifics if needed).
It sounds like the exterior handle linkage is binding against the lock button linkage. Actually looking in while pulling the handle would confirm. You then should be able to just bend the rods a bit to move them apart.
take door panel off but make sure window is up first. then unclip the rods that are connected to the handle. then unscrew the 2 bolts that are holding the door handle in. then take the handle out and put the new one in and put it back together.
or just go down and get a repair manual at your local auto parts store for less then 20 dollars
