look under car follow fuel line you will find the filter.. buy one first so you know what you are looking for. its to replace once you find it. The "strainer" is an item that keeps gtrash from getting into the electric fuel pump.. you do not usually replace the strainer unless you replace the pump it requires removing the gas tank.
The pump is inside the gas tank, so the tank has to be drained and then removed from the car. Make sure you have power and ground at the harness going into the tank before you drop it.
I am assuming you are referring to the fuel line that runs from the fuel filter back and goes over the fuel tank. If that is the case. 1. remove fuel pump relay, then crank car and allow car to run until it dies (this will purge the fuel from the fuel line, not necessarily required but a good idea). 2. use 2 wrenches to remove line from fuel filter. 3. trace line back over fuel tank until you get to the clip that attaches fuel line to fuel pump. clip is simple to remove just like the one on the outlet side of fuel filter. if looking for the replacement part. hit the junk yards I paid $15 at a you pull a part place verses 85+ through a dealer (this part is not carried by the auto parts places here in GA)

The fuel filter is almost directly below the rear part of the rear passenger door. It is attached to the frame rail with bolts. You can easily remove it with a pair of needlenose pliers to remove the clamp and two wrenches to remove the fittings. The task is very easy and should take no more than about 30 minutes, possibly less depending on how familiar you are with the task. You will need to remove the bracket which holds the filter. Take note of the orientation when you take it off the frame rail and out of the bracket. Good luck.
You may have overfilled the tank and fuel running down the frame under the car has disolved the bituminous deadning materal taking some with it to form a puddle on the ground.. It's best not to fill after the first click-off as fuel can syphon down the lines and saturate your charcoal canister. Not good. These things are expensive for what they are.
If you look under (this would be easier with a hoist) the middle of the car and look for the lines following from the gas tank to the engine (most likely a small silver line) and look for where it attaches to a bigger more cylinder like (silver color) looking bottle, that's the fuel filter. There will be two (plastic) clips on wither side of it so it might be a bit hard laying on the ground to take out, and also watch for any excess fuel in the lines (if it's majorly block) when removing it..
A couple of possibilities. 1st, check to see that the fuel pump is working. When you turn the key to on position (not all the way to crank the engine over), can you hear the pump? You should hear a humming sound from the gas tank . The fuel in the tank actually keeps the fuel pump from overheating. It is possible the pump is shot. It would be a good idea to change the fuel filter, as it may be plugged up from sediment from the bottom of the tank.
you gas tank float tells you weather your empty or full. it sound like it is stuck. you might need to replace the float to get you gas gage working again.
