Re: My 1999 Chevy Silverado 3 door 4x4 power door locks...
Check for binding by interior door slide if looks good remove trim ring around interior handle and on plastic lock slide use a dry lube or graphite if still not releasing remove panel --2 screws in arm rest/door grab than carefully pull straight back starting at bottom corner might need a screw driver to release the plastic clips on panel if u have help once panel is off they can hold panel away or you can push out switch panel and remove door panel out of the way check the lock rod plastic clips for damage and or binding repair or replace problem replace panel -good luck
Re: My 1999 Chevy Silverado 3 door 4x4 power door locks...
It probably needs to be taken apart and lubed. I use my pickup a lot on dusty roads and mine stick especially during the winter times. You can take your door panel off and lube on the moving parts for the door locks.

Lock an unlock by them selves ? Door locks are computer controlled ,by the BCM - body control module .
--------------------------------------------------------------------------------
Power Door Locks Circuit Description
The power door lock system includes the following components:
• The door lock actuators
• A door lock relay
• An door unlock relay
• A driver door unlock relay
• The door lock and side window switches
• The body control module (BCM)
• The endgate lock cylinder switch /liftgate lock cylinder switch (utility)
• The keyless entry, if equipped
The door lock and liftgate mechanisms may be controlled by the following switches:
• The door lock and side window switches
• The BCM
• The endgate lock cylinder switch / liftgate lock cylinder switch (utility)
• The keyless entry, if equipped
The following locking functions are included on the vehicle:
• All the doors unlock -- All the doors will unlock, including the endgate/liftgate, when any power door unlock switch is detected. The passenger doors lock directly by pressing the lock switches. The driver door unlocks by the BCM using a driver door unlock relay.
• All the doors lock -- All the doors will lock, including the endgate/liftgate, when any power door lock switch is activated. All the lock actuators will activate directly from the power door lock switch (external to the BCM).
• The end/lift gate lock switch -- All the doors will lock or unlock from the end/lift gate lock switch.
• The lockout prevention -- This function will prevent the doors from automatically locking if the keys have been left in the ignition and the power door lock switch is operated.
The motor is protected by a built-in electronic circuit breaker (ECB). If the motor is overloaded or voltage is applied for an excessive amount of time, the ECB internal resistance increases, essentially creating an open circuit. The resistance returns to normal only after voltage is removed from the circuit, thereby restoring circuit continuity.

Use this procedure for New Body Style. 1. Close all doors 2. Insert key into ignition 3. Hold down the power UNLOCK button on the driver's door panel, continue to hold down until instructed to release in step 9. 4. Perform steps 5 through 8 in a fairly rapid succession. 5. Turn the ignition to the ON position (as far as you can go without starting the engine.) 6. Turn the ignition to the OFF position. 7. Turn the ignition to the ON position (as far as you can go without starting the engine.) 8. Turn the ignition to the OFF position. 9. Release the power UNLOCK button on the door panel. The vehicle should respond by door locks locking and unlocking automatically. (If locks do not cycle after you let go, not before you let go of the unlock button, then the vehicle has not entered programming mode and you must start procedure over. Remove key from ignition, open drivers door and return to step 1 ). If the locks do cycle automatically then proceed to step 10. 10. Hold down the LOCK and UNLOCK buttons on the remote until the doors lock and unlock. This may take up to 30 seconds. 11. Repeat step 10 NOW for each additional remote. (Including any existing remotes). 12. Turn the ignition to the ON position to exit the programming mode. 13. Test remote(s).

Instructions to program a keyless entry remote for a Chevy Silverado. They also work on 2003, 2004 and 2006 Suburbans.
Close all the vehicle doors.
Insert the ignition key into the ignition lock cylinder.
Press and hold the DOOR unlock switch.
While holding the DOOR lock switch in the unlock position, cycle the ignition ON, OFF, ON, OFF.
Release the DOOR unlock switch. The doors will lock and unlock to confirm the program mode.
Press and hold the LOCK button and the UNLOCK button simultaneously on one keyless remote. After a delay of approximately 15 seconds, the doors will lock and unlock to confirm the programming of that transmitter.
Repeat the previous step to program up to four transmitters.
Turn the ignition switch to the RUN (one more click forward) position in order to exit the keyless entry transmitter mode.
Operate the transmitter functions in order to verify correct system operation
Your chevy uses two fuses for the system. The power lock actuators are on the 15 amp fuse inside the truck. The fuse for the switches (locks and mirrors) are under the hood. For 99 to 04 (I think those are the years) there is a TSB on replacing the 3 amp fuse under the hood with a 5 amp fuse because this is a well known problem of having these blow.
Your drivers side window is a different issue. If the rest are working your problem is in the motor or getting power to the motor. The wires that go from the body to the door often crack and break with the opening and closing of the door.
