First, run a direct hotwire to the horn. If it fails to work, replace it. if it does work, check that the relay is working. If both horn and relay are good, likely the horn connection inside the steering wheel has gone bad. That requires removing the horn pad from the wheel and possibly going deeper into the top of the wheel to find the problem. (most often you won't need to go that far though)

Start with the basics...meaning check the spark plug wires and spark plugs. While under the hood, inspect all hoses for a vacuum leak(s). Then turn the ignition key on-off-on-off- on...leave in the on position and write down the number of flashes the check engine light indicates....2 flashes = #2....pause.....3 flashes = #3.

If you are facing the front of the jeep. It is on your left, on the fender well. Yes, you do have a fuse under the dash. The fuse panel should be marked on what fuse is it.
