Number 1 plug wire should be pointing towards the front drivers corner . drivers side piston order is 1-3-5-7 front to back .passengers side front to back is 2-4-6-8 then the firing order is 1-8-4-3-6-5-7-2 . if you pull the # 1 spark plug and put your finger in the hole /remover power wire while doing this at the dist.bump the engine when you feel a rush of air that's the compression stroke when the piston is at the top of it's compression stroke . pop the cap look to make sure the rotor is pointing at the # 1 piston roughly and place cap back on so the # 1 terminal is over the wire end of the rotor contact tip and work clockwise around with the firing order and hope this helps .if it still dont want to run then you may have jumped timing chain or stretched they will jump out of time and cause a headache.
if you get that all done right then the last step is to get a timing light and time the pulleys in front with the vacum off the vacum advance pot and plugged look up the specs for your engine and set it by turning the distributor .

what he may be saying is the rotor is not pointing at the #1 piston,it should be pointing at the socket on the top of distributor cap where the #1 spark plug wire plugs into,NOT THE FRONT OF THE MOTOR,also very important before adjusting timing,locate the timing bypass wire,tan with a black strip,this wire must be un pluged before you adjust timing,it will make your service engine soon light come on,but the computer MUST be in bypass mode ,if you adjust your timing with out un plugging this wire ,you will be retarding the timing so much that it can cook your engine,even when the timing marks are lined up it will be retarded if it\'s not in the bypass mode,read the sticker under your hood on the shroud to find out where to locate the bypass wire.
You can also throw your distributor out of whacky a single tooth or more. Anything where you have to remove the oil pump cab cause the shaft of that going to the distributor can easily advance or retard.

Timing is not adjustable. There is a "Cam ******" that is, but a scanner is needed to adjust it. Its basically lining up the rotor to the dist cap.

Vortecs are a little different that old school small blocks, grab a Haynes or Chiltons, the cross patterns and specs are simply diagramed. Vortec, as any really, start with 25# then 45# and then final torque which I believe is around 70-75# but to be sure verify with the manual. AutoZones, Murry's, Adavance auto all carry the books, Cheap insurance.

you can't change the timing in this engine nor can you adjust the valves. The timing is adjusted throught the computer therefore there is no mechanical way to change this. You might be able to with some kind of programmer or computer program.
